Company Accounts (EEC Directive) Mr. Anthony Grant asked the Secretary of State for Trade when he expects to publish a consultative document on the implementation of the EEC fourth direc tive on company accounts.

Mr. Eyre: The Department of Trade intends to publish a consultative docu- ment next month on company accounting and disclosure. This will cover not only the EEC fourth directive and its imple- mentation, but will discuss a number of other matters not directly related to the directive. The document will propose a new category of proprietary company and put forward suggestions for reduced dis- closure by such companies.

Mr. Newens asked the Lord Privy Seal what negotiations have taken place, between Her Majesty's Government and the Chinese Government concerning the extension, revision, cessation or other variation of the whole or any part of the Convention of Peking 1898; and whether Her Majesty's Government is considering ignoring or unilaterally abrogating any part of the treaty.

Mr. Blaker: No such negotiations have taken place. Her Majesty's Government have no intention of ignoring or unilater- ally abrogating any part of the treaty.

Hong Kong

Mr. Newens asked the Lord Privy Seal whether he plans to amend article XXVI (6) of the Royal Instructions to the gov- ernor of Hong Kong.

Mr. Parry asked the Lord Privy Seal if there are any plans to introduce a Hong Kong register of shipping; and if he has received any communication from the National Union of Seamen concern- ing any proposals.

Mr. Blaker Hong Kong is a British port of registry. There are no plans at present to introduce a separate Hong. Kong register and no communication from the National Union of Seamen con- cerning such a proposal has been received.

Mr. Parry asked the Lord Privy Seal whether he considers that the inability of the Hong Kong Government to issue post-1997 leases in the New Territories is causing a crisis in investors' confidence ; and if Her Majesty's Government have any plans to remedy the situation.
