capitalised interest allowance plus setting-up allowance.
Rental allowance is payable in both cases were appropriate.

Tenants
5. Tenant occupiers of domestic premises are eligible for perm- anent public housing (provided they do not own other domestic property) plus the disturbance allowance payable to owner-occupiers.
Commercial or Industrial Premises
6. Owners of non-domestic property are offered statutory compen- sation based on the open market value of similar premises in the
area. Tenant occupiers are entitled to claim compensation under the Crown Lands Resumption Ordinance for the loss or damage to
their businesses due to the removal of the business as a result of
resumption. Industrial operators of admissable trades are also eligible for temporary accommodation in Kwai Chung, pending the completion of permanent flatted premises in November.

Advance compensation averaging between $100,000 and $150,000 has been offered to the commercial and industrial operators to assist their removal. They may submit final claims later when the loss incurred can be more accurately assessed. If the compensation cannot be agreed, the case may be referred by either party to the Lands Tribunal for adjudication.
