"The Complementary and Competitive Nature of the
Mass Transit Railway
60.
The Railway would be both complementary to and
competitive with modified forms of surface public
transport (the nature of which would change considerably).
The major role of the MTR would be to provide rapid and
unimpeded mass transit facilities in the most thickly
populated parts of the urban area. The public could be
expected to prefer the MTR for longer trips, particularly
cross-harbour trips, because of its greater speed and
convenience. Surface public transport would carry people
on those through-routes that would remain unaffected by
the MTR, on short trips within the area served by the MTR,
and on feeder trips to connect with MTR stations. Although
the MTR is designed for heavy utilisation by large numbers
of people, it would at the same time pick up many people
who would regard it as a satisfactory substitute for the
personal transport to which they had become accustomed or
to which they would aspire if the MTR did not exist.

61.
Outside the area served by the railway there
would be a need to extend the public transport system,
including perhaps comfortable express buses serving
comparatively remote and high-class residential areas.
