My predecessor wrote to me last week about a visit to the Federal Republic of Germany by a group of Hong Kong
Government officials led by the Hon. D J C Jones, Secretary for the Environment.
2. The party, as you will see from the attached list, consisted of the top people concerned with Hong Kong's mass transit system, together with the chairman and senior consultant of the London-based firm of surveyors which has been retained for a feasibility study of the extra rail transport which may be required. The authorities apparently have in mind an addition to the present system which will be largely on the surface, but incorporating some underground sections. It was therefore thought appropriate that they should look at work of roughly the same kind being carried out in Hanover and Frankfurt. Here, their hosts were USTRA, the Hanover public transport corporation, two of whose representa- tives brought the party around to my office for a drink and a chat.
3. I gathered from Jones that no conclusions have yet been reached as to what should be done and there is no question yet of orders being placed. He said, however, that the pressures were intense and that the project can be expected to mature fairly quickly. I gather that DUWAG, the Düsseldorf-based rolling stock manufacturers, and Metro-Cammell are already co-operating in the production of new or additional stock for the existing Hong Kong transit system. DUWAG, incidentally, gave a dinner for the Hong Kong party that same night and presumably have their eyes open for further business, particularly as the internal market here for rolling stock is stagnant at the moment.
