that if this new proposal is adopted we will be able to put Metrocam sufficiently close to the Japanese for their technical advantages to carry the day.
The Secretary asked me to let you know what we were doing before final instructions were sent to Hong Kong. As always in these cases we are against a deadline and need to act by close of play today. I hope the Secretary of State will approve the course proposed.
