Urban Council, has written to the Private Secretary to ask if the Secretary of State will receive a delegation representing
owners of properties due to be cleared to make way for the Mass
Transit Railway. They claim that they have been offered
inadequate compensation.
Recommendation

2. There is no need for Ministers to receive the delegation,
who are only here until 16 July. I recommend that I should tell
Mrs Elliott that the Secretary of State's programme is full and
that he has asked me to see the visitors on his behalf.
Background
3. The construction of the Mass Transit Railway has involved
the clearance of a good deal of property in the urban areas of
Hong Kong. The Hong Kong Government make every effort to provide
alternative accommodation for those concerned, and to pay adequate
compensation to property owners. But problems inevitably arise.

Hong Kong telegram No 618 to the Hong Kong Government Office.
