Dear Mr Li,

As promised, I attach a note setting out my understanding of the agreement we reached last night about the through train service between Guangzhou and Kowloon. I am giving a copy to Mr Howes, the General Manager of the Kowloon-Canton Railway.

I would be grateful if the authorities in .Guangzhou would confirm to Mr Howes their agreement

to this understanding. I would also be grateful if they will agree to my proposal, which you on a personal basis said was acceptable, that there should be an arrangement by which either side could return passengers who were unacceptable.
