The decision on that memorandum is recorded as:

that the cost of KCR scholar tickets should be increased to the equivalent of a KCR child fare as proposed in paragraphs 4 and 5 of the memorandum;

that the higher increases be phased over a three year period, with a first phase maximum of $14, the details to be agreed between the Secretary for the Environment and the General Manager/Railway; and

that the implementation date should be 1st September 1979.

There is however, an error in paragraph 2(b) which needs to be corrected. The first phase maximum price for the scholar tickets should be $16, not $14. This is because it was agreed that the maximum annual rate of increase for a monthly ticket should be 100% of the present ticket price of $48 for six months (or $8 per month). This makes the maximum ticket price $16 per month in the first year of increase, $24 per month in the second year and $38 per month in the third year, this last figure being what is required to bring the price of all scholar tickets up to the equivalent of the child's fare for the distance travelled. Reference to the table annexed to memorandum XCC(79)15 will make the position clear.

Members are asked to advise whether the maximum for the first phase of the increase in prices for KCR scholar tickets should be $16 and whether the minutes of the 13th February 1979 Executive Council meeting should be amended accordingly.
