VISIT TO CHINA HONG KONG PATROL CRAFT

We spoke on the telephone last Friday concerning the FCO reaction to a proposal for the Hong Kong patrol craft to make a port visit to China. As I told you the Fleet Programming Officer was keen to ascertain the initial political view to the idea. You may be aware that the patrol craft do deploy out of Hong Kong for out of area deployments to countries in South East Asia, and occasionally North East Asia to Japan and South Korea. Indeed the "Huey Fong" incident resulted in such a deployment by two of the craft to Thailand, Brunei and on the return leg the Phillipines being cancelled.

The question of ship visits to China rests with Derek Marsh letter to Colin Munro of 12th September last, that is to say provisional plans for RN Task Group 318.0 (formerly 317.9) will include ship visits to China.

My understanding of MOD's policy for ship visits to China is that it would be inappropriate for a small patrol craft to visit Mainland China prior to a frigate or Type 42 Destroyer. Nevertheless I would be grateful if you would comment on the suggestion.
