Huang Hua said that building work in Peking could not keep pace with the expansion of China's diplomatic relations. Staff from several embassies were living in hotels, and some Ambassadors were thinking of going home until accommodation had been found. The Ministry of Foreign Affairs had told the Diplomatic Service Bureau to speed up construction work for diplomats, and he would take a positive attitude towards the question on his return. But it would take some time. Lord Carrington expressed his thanks.
