As requested in your letter of 30 October, I attach a draft reply to the letter which Mr Christopher Patten MP wrote to the Prime Minister on 29 October following his recent visit to Hong Kong. I also enclose, in case you have not seen it, a copy of the article from the Far Eastern Economic Review to which Mr Patten referred in his letter. As you may be aware, the Far Eastern Economic Review is a weekly news magazine published in Hong Kong which enjoys a considerable reputation throughout South East Asia and the Far East for its thoughtful and well-informed coverage of regional affairs.
