14. In the meantime, the Hong Kong Government have been at
pains to ensure that senior officials of the New China News
Agency (NCNA) (who act as unofficial Chinese representatives in
Hong Kong) have all the facilities they require to carry out
their role and do not suffer in any practical way from their
lack of diplomatic status. We have, for example, recently
agreed to the establishment in Hong Kong of a Chinese visa-
issuing office, subordinate, to the Foreign Ministry in Peking
(the office is not yet open).
