Hong Kong Leases

You should know that in a short private conversation

at the airport before leaving Hong Kong, a senior member of the Executive Council, Y K Kan, told Lord Carrington that he thought the Governor was making too much of his proposed solution to the Leases issue, and that this solution would not convince Hong Kong public opinion.

The Secretary of State has also made it clear to me in conversation that he himself has some doubts about whether the solution proposed by the Governor and the Ambassador would, in fact, achieve its objective of inspiring new confidence in the business community. As you know, he agreed to the Governor's proposals being passed to the Prime Minister despite these doubts.
