We are now in a position to summarise the results of the first half of our

seminar.

Hongkong will not survive the 1980's unless the Lease Problem is solved. No

solutions have been announced. The failure to go ahead with a second airport

is the proof of this lack of a solution and will be regarded as such by

international investors. The problem arises from the wording of the Second

Convention of Faking 1890 and the attitudes of the two parties Britain and

China to it.
