1. I attach the Governor's comments (in Hong Kong telegram No 978) on our revised version of the saving clause (FCO telegram No 454 to Hong Kong).

2. The Governor's suggestion is, like Clause 3, drafted in a somwhat circular fashion. But it appears to do the job. Can you see any legal objection to it?
