X seems to х as the Sororma desures The Attorney-General has carefully considered the points made at the meeting here yesterday, about the Draft Order in Council, by Sir Murray Maclehose and officials of your department.

20.7

The provision to be made in the Order is a matter for your Secretary of State, but the Attorney-General continues to be of the opinion that it would be preferable not to include Clause 3 in the Order. At yesterday's meeting the Attorney understood the Governor to agree that misleading conclusions could be drawn as to the implications of this clause. This considera- tion appears to him to be a further ground (additional to those set out in my letter of 16 July) for omitting Clause 3.
