The provision to be made in the Order is a matter for your Secretary of State, but the Attorney-General continues to be of the opinion that it would be preferable not to include Clause 3 in the Order. At yesterday's meeting the Attorney understood the Governor to agree that misleading conclusions could be drawn as to the implications of this clause. This considera- tion appears to him to be a further ground (additional to those set out in my letter of 16 July) for omitting Clause 3.
