NEW TERRITORIES LEASES

1. I have recast the draft speaking note for use with the Chinese Foreign Ministry following a discussion with Dr Wilson yesterday. I shall be arranging for copies to be given to the Governor and Dr Wilson so that we can discuss the draft at our round-up meeting next Tuesday.
