That leaves the saving clause (clause 4). In light of Deng's remarks, it might be better to put this as a negative, rather than imply that the 1898 order will continue after 1997: i.e. "Nothing in this Order shall detract from the provisions of the Order of Her Majesty in Council made in respect of the New Territories on 20 November 1898."

I think we must accept that, even with the original wording (para. 2(i) of "B"), there would still have been a large question mark in the minds of would-be investors. (Accountants might, it is true, be satisfied as to depreciation dates etc., but not necessarily lawyers and businessmen indeed, most would not have been satisfied with the Order on its own. The intention was "a first step" only: and the objective of that first step was to obliterate the date 1997.
