1. In his telegram No 374, the Governor of Hong Kong drew attention to the need for caution in handling the New Territories leases issue with the Chinese. I submitted a draft reply under cover of my minute of 16 March, but the PUS decided that the Secretary of State should see the Governor's telegram before any reply was despatched.
