1. The Governor of Hong Kong accepted our proposed wording for the final clause of the Order in Council (FCO telegram No 122) but expressed a preference for heading it "Saving" rather than "Continued operation of Order of 1898" (Hong Kong telegram No 232). I replied yesterday to the effect that while I had not been able to consult you, I thought it unlikely that you would see objection to this minor change.

2. The Ambassador in Peking has now given his blessing to the agreed text subject to one revision. He is doubtful about the use of the word "govern" and has suggested with due diffidence an alternative (Peking telegram No 180). I should be grateful if you would consider Mr Cradock's suggestion along with any others you may be able to think of.
