1. I attach an expanded version of the paper which you recently approved in outline.

2. The aim should, I think, be to submit the paper to the Secretary of State as background before his visit to the Far East but not to include it with his briefs. If you agree that this is right we ought to have the final version of the paper ready by the end of this month. You may think it worth convening a small meeting to decide what further drafting needs to be done.
