Immigration
1. Legal immigration from China still far too high.
Chinese seem to have settled on 160 a day. Should we
now reconsider imposition by Hong Kong Government of
quota of 50 a day?
2. Illegal immigration last month highest in 1979.
Probably result of Chinese announcement of new measures
to take effect on 1 January 1980. Will have to watch
carefully effects of these.
