1. I attach a copy of a submission to Mr Blaker recommending that he should act as host at a lunch for the Governor of Hong Kong. We had already ascertained informally that the Minister of State will agree to take this on.

2. We spoke on the telephone and you said that PSD would be able to pay for this lunch. I will see that the costs are kept down as far as possible.
