MR MARTENS VISIT TO NEW ZEALAND AND BANGKOK

1. In his letter to Mr Lyne of 5 September Mr Pattison said that the Prime Minister was content that the Lord Privy Seal and Mr Marten should both be absent from the UK for the period of the Commonwealth Parliamentary Association (CPA) Annual Conference in New Zealand. Subsequently you informed 10 Downing Street (Mr Pringle's letter to Mr Pattison of 10 September) that Mr Marten planned to leave for New Zealand on 13 November and to return on 2 December.

Mr Marten considers that it would be useful if he could call in (briefly) at Hong Kong and Bangkok on his way home from New Zealand to have a look at the work of the British Development Division in Bangkok and to call on the Acting Governor in Hong Kong and perhaps see the boat people. He plans to make a courtesy call at the appropriate level on the Thai Ministry of Foreign Affairs. These two stop-overs would require at most three more days over and above his planned absence for the CPA Conference. If the Foreign and Commonwealth Secretary agrees to these additional visits I submit a draft Private Secretary letter to 10 Downing Street seeking the Prime Minister's approval in the usual way.

3. Mr Blaker is content that Mr Marten should go to Bangkok, and Hong Kong and General Department, FCO, see no objection to the planned stop-over in Hong Kong.

Mr Marten will be accompanied by Mrs Marten, who is on the Council of Save the Children Fund (SCF). He has said that while in Bangkok he would also like to see the refugees, particularly the SCF camps.
