There should be greater opportunities for promotion into different grades and promotion should be based primarily on merit.
The Executive Council accepted the Commission's recommendations in August. The Civil Service, which had been widely consulted by the Commission, generally welcomed the Report. The second one dealing with the salary scales of particular grades is expected next month and is eagerly awaited.
