1. I attach herewith a note I prepared on my visit to Hong Kong. I would like to emphasise that something will have to be done to ensure that Mr. March is more fully briefed on UK trade subjects (para 6).

2. While OID will obviously be as helpful as possible to the Hong Kong Government (para 14) I am sure you will agree that we also have to see our efforts in the wider perspective of the British Government's policies.
