BRITISH GOVERNMENT POLICY TOWARDS HONG KONG

1. The new British Government regard Hong Kong as a success

story, and greatly admire all that has been achieved here. We

accept that we have a special responsibility towards the territory,

and will do all we can to promote and defend Hong Kong's interests

in the world.

IMMIGRATION INTO HONG KONG FROM CHINA

2. Well aware problems created by sharp increase in illegal

immigrants. We will continue to press Chinese Government to

take effective action. In the meantime, hope new reinforcements

of garrison will make it possible to contain the situation until

a permanent solution found.

FUTURE OF HONG KONG

3.

Understand that the Governor had a successful visit to China

and that Deng Xiaoping stressed the importance of confidence

and investment.

Chinese clearly have a realistic appreciation

of the part Hong Kong can play in their drive for modernisation.

Sino-British relations excellent. So the outlook for the next

ten years or so must be very good.

Understand that the Chinese raised this with the Governor in

Peking. British position is the same as the Governor's:

official Chinese representative is neither necessary nor, at

present, appropriate. In the meantime glad to learn that un-

official arrangements working so well.
