POINTS TO MAKE

PRIME MINISTER'S PROPOSAL FOR A CONFERENCE

1. Our proposal for a Conference is intended to help all

countries that have received boat people. A high level

international Conference is needed to bring home to the

international community the need for unified effort to

deal with the enormous problem.

2. The situation in Hong Kong has reached crisis proportions;

over 51,000 boat refugees await resettlement elsewhere.

3. The small-scale ASEAN refugee processing centre will have

little effect on the overall problem but it is at least

something.

AGREEMENT BETWEEN THE UNHCR AND VIETNAM

The Vietnamese will use their limited agreement with the

UNHCR (for controlled emmigration for family reunification)

as a smokescreen to convince the rest of the world that they

are now collaborating fully with the international community;

they must not get away with this.

We have left the Vietnamese in no doubt of our intense

disapproval of their actions.
