1. Depending on the programme (I have asked the Governor to let us have his proposals as soon as possible), I suggest that we might provide the following briefs for the Secretary of State's visit to Hong Kong:

(1)

a general brief covering the constitutional position, the economy, the Government's plans and programmes in the social field, the fight against corruption, and defence;

(ii) specific briefs on:

UK/Hong Kong relations, including trade

(b) UK/China relations;

(c)

Immigration

Vietnamese refugees

(iii) Talking points for use with UMELCO and the local press

(covering such things as textiles, British airways, the death penalty, the Green Faper on Nationality, and the next Governor, as well as a line to take on the future of Hong Kong.

I would also provide a brief on Hong Kong problems for the visit to Peking. It will be difficult to draft on New Territories leases until we know the outcome of the Governor's initial soundings.

You also asked about my own plans on the assumption that I will be included in the Secretary of State's party. I would propose to drop off in Hong Kong on Sunday, 15 April (after the visit to Feking) and remain there for the rest of that week, returning to London on the evening of Friday, 20 April.
