I spoke to the Governor yesterday and informed him that the Secretary of State had agreed to the programme suggested in his telegram No 373 (Miss Turner's minute of 21 March) I added that the Secretary of State would also like an opportunity to see something of the Vietnamese refugees. The Governor said he would consider how best this might be arranged. I have now received confirmation from the Secretary for Information (who is co- ordinating the programme) that a visit to a refugee camp will be fitted into the afternoon programme.

As planned at present the food at the lunch will be Chinese, and at the dinner "simple European".

Which members of the party should be included in the afternoon tour of the New Territories? There will be 2 helicopters with room for 4 passengers in each. of the 8 seats will be taken by senior Hong Kong Government officers acting as guides, leaving space for 4 others apart from the Secretary of State and Mrs Owen (if she wishes to take part). I think Mr Cortazzi would wish to be included, and it might be useful if I went too.

(c) Who should be included in the lunch and dinner?

The Hong Kong Government are planning two tables of 12 for the lunch and it would be possible to accommodate

6 or 8 members of the party in addition to Dr and Mrs Owen. The dinner will be a very large affair and all members of the party could be included if the Secretary of State wished.

3. If Mrs Owen accepts the Governor's suggestion that she

should take part in the lunch, the afternoon tour and the evening dinner, the only time when a separate programme could be arranged would be the morning. The Governor anticipates that she might want to rest after the flight but has put forward a number of suggestions for visits in Hong Kong telegram No 381. I do not think there is anything which need be given a high priority: programme could be arranged to suit Mrs Owen's interests. Alternat- ively she might want a little time for shopping.
