SECRETARY OF STATE: POST-TOKYO TRAVELS

1.

The Secretary of State will visit Hong Kong (29-30 June), Kuala Lumpur (30 June-1 July), Delhi (2-3 July) and Baghdad (3-4 July).

General Briefs

The visit to Hong Kong is largely sui generis, but the other three have subjects in common. Wherever possible a brief should be drafted so that it serves for discussions that may take place in all the other three capitals to be visited. These briefs should be prepared with the "Essential Facts" sheet common to all three, but with particular Speaking Notes, where appropriate, side- lined e.g. "For use in Delhi only". Drafting departments should discuss with the geographical departments concerned, who may reflect such points in their Steering Brief.

Separate briefing is not required on Southern Africa, nor on the Tokyo Summit. In Kuala Lumpur and Delhi especially, Lord Carrington may well discuss Tokyo, and this should be borne in mind when briefing on, e.g., North/South Dialogue. Any points on Southern Africa that should be made in a particular meeting should be conveyed to the geographical department for inclusion in the Steering Brief.
