I submit a draft reply, background note and notes for supplementaries to the Question tabled by Mr Hal Miller MP (Bromsgrove/Redditch Conservative) for oral reply on

13 June.

2. Mr Miller is a former member of the Hong Kong Administrative Service, and continues to take a close and sympathetic interest in Hong Kong affairs. His purpose in asking this Question is probably to draw attention to the Governor's visit, and to the very good relations between China and Hong Kong which it symbolised.

3. The suggested reply and supplementaries have been prepared in consultation with the Hong Kong Government and with the

Embassy in Peking.
