Governor's letter of 11 April to Foreign Secretary

1. In paragraph 12 of Reference A the Governor says that the exchanges on the subject of Hong Kong's proposals regarding Land Leases in the New Territories have already been reported to you. We would be grateful if you would either outline them or pass them to us.

2. From conversations both with our staff in Hong Kong and with your department we believe that the exchanges on the immigration issue were fuller than paragraph 13 of Reference A would indicate. We would be grateful if you would pass us any further information available on this aspect.
