At a dinner given for the Directors of NCNA

at Flagstaff House last night, the Governor spoke about immigration. He said that Vice Premier Deng's comments had been helpful. It was important to deal with this issue quickly He was sure this could be achieved by mutual co-operation to find effective means of ensuring that those who claim to come as visitors return to China after their visits. Officials to whom he had spoken in China seemed responsive to the idea of direct discussions between officials. What remained to be settled was the place and time for such discussions. The Hong Kong team to take part in any talks would be led by the Political Adviser and would include the Director of Immigration. They would be prepared to meet anywhere provided that the matter could be settled.

Mr Wang, the First Director, said that Vice Premier Deng's remarks meant what they said. The Chinese realised that there was a problem and that more must be done to tackle it. The NCNA in Hong Kong had already sent their recommendations to Peking and would have to await their response before any meeting was arranged. The expert on the subject here was the Second Director, Mr Li.

The Governor concluded this part of the discussion by re-emphasising that it was important to meet soon and find effective ways of tackling the problem. He was confident that this could be done.
