was an area in which a good neighbour policy would be mutually beneficial. He asked for an assurance that in China's negotiations for quotas they would make it a condition that the quotas were not deducted from Hong Kong.

Li Qiang said that they would negotiate for quotas and that in doing so they would not mention Hong Kong. Nevertheless he took the Governor's point, would bear Hong Kong's interests in mind, and would make clear informally that they did not want Hong Kong's quotas to suffer.
