1. Lord Goronwy-Roberts approved the attached telegram to Hong Kong this morning. I was able to pass the substance of it to the Political Adviser by telephone at lunchtime today (in suitably guarded language).

2. Dr Wilson undertook to pass this message to the Governor. He said that there had already been "a hint of a leak" and thought it might be difficult to delay an announcement until 6 March. We agreed that if there were a major leak (which the Hong Kong Government would do their best to avoid) Dr Wilson would report at once.

3.

I should be grateful if FED would consider how best to inform the Embassy in Peking of the main points of the telegram.
