In addition, the Chinese have also asked for sites for the handling and storage of conventional cargo. These requests, too, are at an early stage of examination. Chinese business methods, which involve storing goods on the waterfront for several days while bank clearances

are secured, seem to have created a congestion problem necessitating a large area for the temporary storage of goods. The Chinese have been encouraged to change their business methods, in which case they should be able to use the public cargo working areas.
