BRIEF FOR THE GOVERNOR'S VISIT TO CHINA

Exchanges
Exchanges might take the form of :
(a) visits by Chinese educationalists to institutions
in Hong Kong and by the staff of these institutions to institutions in China;
(b) longer periods of secondment by Chinese
educationalists to the staff of Hong Kong
institutions;
(c)
enrolment of students from China to Hong
Kong institutions.
(a) Visits

The only visit so far by Chinese officials to
any part of the services provided by the Education Department was that on 6 February 1978 to the ETV Unit by a party from the China Technological Federation, Peking, and the Shanghai Audio Visual Study Group. It was arranged by Mr Pasteur Lai, General Manager of Edutec International Company, a non-profit-making organisation controlled by pro-China personnel. It is thought likely that Mr Lai may try to arrange similar visits in future. The impression obtained was that visiting educationalists from China are
interested mainly in equipment and techniques in education
and not in curriculum content or educational aims.

Exchange visits have been organised more frequently at the higher education level. They often develop from
exchanges of papers between academics in related fields.
