BRIEF FOR THE GOVERNOR'S VISIT TO CHINA
Kuomintang (KMT) Activities in Hong Kong
General Outline
The KMT is represented in Hong Kong by the covert Hong Kong and Macau Branch of the KMT Party which claims a membership of some 30,000 but only has about 7,000 paid-up members, of whom only about 2,000 can be regarded as politically active. The Branch controls an infrastructure of schools, trade unions, newspapers, commercial organisations and cultural and sporting associations. It is mainly engaged in propaganda directed against China and Chinese communist activities in Hong Kong. The Branch has instructed its followers to work within the framework of the law and not to instigate provocative action likely to result in Government counteraction.

In addition, Taiwan also operates in Hong Kong through units of the KMT Intelligence Service. These units are established in Hong Kong by various intelligence agencies in Taiwan, with which they maintain direct links, and which are co-ordinated by the National Security Bureau of the Taiwanese Government. The main role of these intelligence units is to collect intelligence on China and they have been known to carry out sabotage and subversion in China. They are also targetted to penetrate the Hong Kong Government and local Chinese communist organisations.

The activities of the KMT and its intelligence service in Hong Kong are closely monitored and appropriate
action is taken to curb them.

There has been no recent firm evidence of the
KMT engaging in sabotage operations either in or through
Hong Kong.
