promised Chinese action will be any more effective this time than it was in response to the Secretary of State's representations

to Huang Hua last Autumn.

6. This visit was an event of some significance and I would normally have suggested that the Governor's despatch should be printed for general distribution. But in view of the continuing sensitivity of the leases question, it would probably be best to limit circulation by restricting printing to the Departmental Series. In the meantime, I am sending copies of this submission

and its enclosures to all those in the FCO and in other Whitehall

Departments who need to be aware of these developments. Mr Murray may wish to send an acknowledgement of the Governor's despatch on

the lines of the attached draft.
