Development of Shenzhen (Shumchun)
The aim of this paper is to summarise the
development in Shenzhen over the past year by
examining changes in its organisation and administra-
tion, its planned new tourist industry, its roads,
railway and port construction plans, its planned
increased power supply, and its industrial and
agricultural development.

According to traveller reports in September
1978 a Central document was issued in July, which
announced that Shenzhen was to be developed into a
'medium-sized city'. By November travellers were
reporting that Shenzhen was to become a municipality
and that it was to be directly subordinate to Guangdong
Province, once Central approval, sought in October, had
been given. Reports since then have referred to
Shenzhen variously as Shenzhen Municipality or Baoan
Municipality. The Wen Wei Pao of 22 February 1979,
which ran a feature article on Shenzhen, referred to it
as Shenzhen Municipality.

The size of boundaries of the new municipality
are as yet unclear and no official announcements on the
formation of the municipality have been made.
Initial
reports suggested that the new municipality would
include either only the eastern part of the former
Fucheng Commune or that plus the Caiwawei (c. Tsoi Uk
