Far East Overseas Oil Company/who market China's petroleum products in Hong Kong were granted a number of sites in 1974/75 on Short Term Tenancies to enable them to quickly set up a distribution network. However, they have failed to take any positive steps to acquire land. for themselves to establish permanent facilities. Some of these sites are needed for permanent development and, as it is obviously in Hong Kong's interests to main- tain this source of fuel supply, every effort is being made to find replacement sites. the last month, two replacement sites have been found in Lai Chi Kok and Kwai Chung.

This is probably the area where the greatest problems remain. Government's policy is for all cargo handling, apart from containers, to be undertaken in Public Cargo Handling Areas, some of which are already in existence or are in the process of being built, while others are still in the planning stage. However, there is a marked reluctance for the firms engaged in importing foodstuffs, etc. from China to use these Government facilities. At the same time, they are experiencing a marked increase in trade which is stretching their already inadequate facilities to the limit. The biggest problem is in Western district, where the Government reclamation programme threatened the China Merchants Steam Naviga- tion Co. Ltd.'s own pier and much of the public seawall which was being used for Chinese cargo handling. In order not to cause any undue disruption to the trade on the Western waterfront, reclamation and road works have been rephased to ensure that the existing pier facilities are not removed before the nearby cargo handling basin is completed.
