I am now enclosing clean copies of the briefs prepared for the Governor's visit. In the event, he did not want any major changes so these are essentially tidied up versions of the earlier drafts. In addition there are:

a brief on power supply to Guangdong Province which, as I explained in my previous letter, arrived too late for last week's bag;
a short note on the earnings to China derived from the average Hong Kong worker; and
a brief on the possibility of oil shortages and present oil supplies from China.
Separately you will have received drafts of two speeches prepared for use by the Governor at welcoming banquets in Canton and Peking. of course be clearing the latter with the Embassy before it is used.
