1. In his letter of 21 May, Mr Cartledge said that the Prime

Minister had agreed to extend an invitation to Premier Hua Guofeng to visit this country, and asked for further advice on Premier Hua's

programme in due course.

2. In consultation with other Departments concerned, we have now." hammered out a draft outline programme reflecting the various elements which people wish to get across to the Chinese at the highest level. It would be helpful to secure the Prime Minister's early agreement to this in principle, to enable us to put it to the Chinese as a basis for discussion and so that Departments can

proceed with more detailed planning.

I attach a draft letter to Mr Cartledge. Protocol and

Conference Department concur.
