SPEAKING NOTE ON SINO-BRITISH RELATIONS

1.

We look forward to a productive and mutually advantageous

dialogue and cooperation with the Chinese Government. The forthcoming visit of the Duke of Kent to China, the first visit by a member of the Royal Family, reflects the healthy state of

our bilateral relationship.

Our Embassy in Peking has been

asked to inform your Government that Premier Hua Guofeng will

be very welcome to visit London at the end of October.

Hong Kong

The

We share with the Chinese Government an interest in the

continuing stability and prosperity of Hong Kong.

Governor's recent visit to China was very useful.

Deng Xiaoping's reassurance to investors was helpful. must cooperate in the task of ensuring that international business

confidence in Hong Kong is maintained.

Chinese Foreign Policy

As a country of nearly a billion people, and a permanent

member of the Security Council, China has a major part to play in

international discussions. We therefore welcome the Chinese

Government's positive and outward Looking policies.

We shall

be looking to expand the scope of our bilateral relationship, and

to have a full exchange of views on international issues of concern

to both countries.

Sino/Soviet Relations

4.

We have noted that the Chinese and Russians appear to be

moving towards talks on their bilateral relationship. We should welcome any reduction in tension in the area. What is likely to

emerge from the discussions? Do the Chinese expect the Russians

to be prepared to make any concessions on the border issues?
