BACKGROUND

CONFIDENTIAL

1. The Chinese Foreign Minister will be a member of Premier

Hua Guofeng's entourage when he visits this country in October.

There are no plans before that time for any Government Minister

to visit China or for Mr Huang Hua to visit this country:

2. Mr Adley probably intends in a Supplementary Question to seek

confirmation of the Government's willingness to sell Harrier

aircraft to China.

He has been a strong supporter of this

deal for a number of years, and he has a constituency interest

in aircraft production. Mr Adley has already put such a

Question, as

as a Supplementary, to Mr Blaker on 13 June. In view

of the present visit by Mr Yang Yong, the Chinese Deputy Chief

of General Staff, there may be further supplementary questions

about defence sales.

3. The problem of Vietnamese refugees in Indo-China may also be

raised. The Chinese have already taken in over 230,000 refugees

from Vietnam.

It is uncertain whether the Chinese will attend

the Geneva meeting on the refugee problem on 20 to 21 July. In

their first reaction they told the UN Secretary General that they

would not attend unless the political aspects of the problem are

specifically included.
