In part this is because Teng is reaching for more power. it for a variety of reasons: to pay off old scores; to ensure his future. He may wish to reduce Hua's role to that of a titular loader only. But he also wants power for less selfish reasons. He is an old man in a hurry, who wishes to push through modernisation at top speed and believes that he can do it. rather than ua is the driving force and he is ready to conside? highly unorthodox policies with an emphasis on objective economic law, the profit motive and individual and corporate incentives. probably faces opposition from more timid colleagues and from those like ang Tung-hsing, a Party Vice Chairman and liao's former chief bodyguard, who cling to Mao's holy writ. Some iconoclasm is necessary. He probably calculates that unless justice is publicly done to those wronged in the past it will not be possible to mobilise all the country's resources and that without some political liberalisation, a readiness to allow some measure of debate, it will not be possible to achieve the necessary popular momentum to get China on the move. Hence the calls by Party leaders and newspapers for liberation of thinking, use of initiative, honest speaking and the recognition of the fallibility

of all men.

It is almost certain that the recent poster campaign began at Teng's prompting. An important meeting of central leaders has probably been in session dealing with personalities as well as policies and this was a means to appeal to the masses and bring pressure to bear. Poster writing is not a very spontaneous art form in China. The Cultural Revolution posters usually reflected guidance, or contained actual information, handed down to students
