Our help can only be a drop in the ocean and is an

open-ended commitment. Much the same could be said of

aid to education in India. The ODM had no difficulty in providing an extra £lm. for educational aid to India last year.

e. We have not got any funds to spare. I don't believe this; in any case savings of the kind required could without difficulty be made in one of the major aid programmes.

I do not think we need argue the points in paragraph 3 above in the minute to Mrs Hart, but I suggest that the last sentence of the draft should be more positive viz "In these circumstances I request ODM to provide the necessary money out of the aid budget.
