Born in Kwangtung in 1915. In 1955 he was transferred from administrative work in the provinces to the Ministry of Foreign Affairs in Peking as Director of the Protocol Department. From September 1956 to January 1960 he was Director of the West Asian and African Affairs Department. In March 1960 he was appointed Ambassador to Guinea. On his return to China in 1964 he became Director of the Department of African Affairs, and in 1965 accompanied Zhou Enlai on his visits to Pakistan, Tanzania and the United Arab Republic. He did not appear between 1967 and September 1972 when he was appointed Ambassador to Ghana. After a period (1974-1975) as Director of the Asian Affairs Department, he was appointed China's first Ambassador to the Philippines. He has been Ambassador to the United Kingdom since 1978.

He was active and effective in Manila and has made a good impression in London. He has considerable dignity and presence.
