Introduction.

The evolution of relations with China has been favourable. The value of Hong Kong to the United Kingdom as an export market has dramatically increased.

The Police, crime and corruption. Good progress has been made.

Legal and illegal immigration from China totalled over 100,000 in the year.

The rate of arrival of refugees from Vietnam is growing, and likely to increase.

The development of social programmes during the year.

The economy, though outwardly buoyant, has developed a serious imbalance between the growth of domestic demand and exports. The reduction of domestic demand and return to an export-led economy will be a prime objective in 1979/80.

Relations with China have never been better. The Chinese modernisation programme has been welcomed in Hong Kong. There are some doubts about whether the speed of change in China will provoke a reaction.
